The UK Government is recruiting an Innovation and AI Policy Manager, with Cardiff among the available locations, to help shape national policy on artificial intelligence, data sharing and emerging digital technologies as part of its wider ambitions to strengthen innovation and economic growth.
The position, within the government department responsible for business, innovation, science and trade, offers a salary of £44,913 to £53,230 depending on location, and will involve contributing to the development of the UK’s Smart Data programme.
Smart Data is a major government initiative designed to give consumers and businesses greater control over their information, allowing them to share data securely with authorised third parties and access innovative services that improve productivity, reduce costs and strengthen competition.
The programme builds on the opportunities created by data sharing across the economy, with potential applications spanning financial services, consumer markets and other industries where better access to information could support new business models.
The successful candidate will join the government’s innovation and policy team at Senior Executive Officer level, helping to identify emerging technological developments and assess their implications for future policy decisions.
A central responsibility will be leading horizon scanning activities, monitoring developments in artificial intelligence, public data, digital regulation and other technologies that could influence the direction of the Smart Data Strategy.
This will include examining issues such as GDPR reform, the National Data Library, digital twins and fraud prevention, alongside wider developments in AI governance and data-sharing frameworks.
The role will involve translating complex technical information into accessible intelligence reports and briefings for senior government officials, ensuring that emerging opportunities and risks are considered within strategic planning and investment decisions.
The successful applicant will also contribute to preparations for the government’s 2028 Spending Review, helping connect innovation priorities with longer-term policy development and resource planning.
Working across government departments will be an important part of the position, including supporting engagement with the Cabinet Office, Home Office and HM Revenue and Customs.
The post holder will also coordinate cross-sector Smart Data initiatives, monitor delivery progress and support collaboration between teams responsible for innovation and strategy.
The availability of the position in Cardiff creates an opportunity for a Wales-based policy professional to contribute directly to national decisions about how artificial intelligence and data technologies are developed and regulated.
Applicants will need strong analytical and written communication skills, an ability to interpret emerging technological developments and experience of, or a genuine interest in, AI policy, data regulation or related digital policy areas.
Knowledge of Open Banking, Smart Data, AI governance or data protection reform would be advantageous, although the department is also seeking candidates capable of developing expertise in rapidly evolving technical subjects.
The appointment is offered on an 18-month fixed-term, loan or secondment basis, with flexible working arrangements including full-time, part-time and job-sharing options.
The employment package includes a Civil Service pension with an employer contribution of 28.97%, alongside learning and professional development opportunities.
The position is also available in Belfast, Birmingham, Darlington, Edinburgh, London and Salford.
Applications close at 11:55pm on Monday 26 October 2026.
The vacancy reference is 484587.
