The Road Haulage Association (RHA) has published its Wales Manifesto, setting out practical priorities to help road transport businesses grow, invest and decarbonise under the next Welsh Government.
The RHA's Wales Manifesto identifies four priorities:
- A skilled and sustainable workforce: addressing the chronic driver shortage and investing in flexible training pipelines that serve Welsh businesses.
- Better driver facilities and secure parking: improving roadside welfare and tackling the shortage of safe overnight stops for HGV drivers.
- Practical support for the journey to net zero: helping haulage and coach operators navigate decarbonisation with realistic timescales, financial support and the right infrastructure.
- Investment in roads and infrastructure to unlock growth: ensuring Welsh roads are fit for the commercial vehicle sector and the businesses that depend on them.
The RHA, which represents haulage, coach and van operators, is calling on all parties contesting the Senedd elections to engage with the sector and respond to the proposals set out in the new manifesto.

“Road transport is the Welsh economy in motion. Every business that opens its doors, every hospital that receives its supplies, every construction site that breaks ground. All of it moves on our roads.
“Our manifesto is a practical programme that a new Welsh Government can get behind on day one. We want to work constructively with policymakers to get the right policies in place, on workforce, on infrastructure, on the transition to cleaner vehicles, so that Welsh HGV, coach and van businesses can invest with confidence and continue to deliver for the wider economy. With Senedd elections approaching, now is exactly the right time for political leaders to hear directly from operators about what is needed.”
