Pembrokeshire Council Seeks Deputy Chief Executive to Help Shape County’s Economic Future

Pembrokeshire County Council has launched the search for a new Deputy Chief Executive and Director of Place to take a leading role in shaping the county’s economy, infrastructure and major investment programme.

The senior appointment comes as Pembrokeshire looks to capitalise on major opportunities around energy, the Celtic Freeport, regeneration and nationally significant economic developments.

The successful candidate will receive a salary of between £132,063 and £145,050, alongside a £9,576 lease car allowance and relocation package.

Reporting directly to the council’s Chief Executive, the new Deputy Chief Executive will oversee a wide-ranging portfolio including economic development, regeneration, planning, transport, property, environmental services, climate change, energy and major capital programmes.

The council said the position would be about more than managing services, with the successful candidate expected to help define

Pembrokeshire’s future economy, attract investment and create the conditions for long-term growth.

The appointment comes during a potentially significant period for the county.

Pembrokeshire is at the centre of growing investment interest around energy and infrastructure, while the Celtic Freeport is intended to support new economic activity across South West Wales.

Against that backdrop, the new Deputy Chief Executive will be expected to work with government, investors, developers, businesses and other regional partners to turn economic opportunities into projects and outcomes for communities.

The council is looking beyond traditional local government candidates and said applicants could come from the commercial sector, housing, infrastructure, economic development, the wider public sector or other complex organisations.

It is seeking someone with strategic and commercial experience who can both identify investment opportunities and translate long-term plans into delivery.

The role will also involve working closely with political leaders and elected members, alongside engagement with Ministers and senior figures across the energy and infrastructure sectors.

Pembrokeshire County Council described the appointment as one of the most influential leadership positions within the organisation.

In its recruitment material, the council said:

“This is not simply a Director role. It’s an opportunity to influence what Pembrokeshire’s economy, communities and infrastructure look like well into the future.”

It added that Pembrokeshire was entering “one of the most significant periods in its history”, pointing to major investment opportunities, the evolving energy sector, Celtic Freeport and regeneration plans.

The council is particularly seeking candidates with experience of bringing together different services and organisations behind a shared economic vision while maintaining a strong focus on delivery.

The recruitment process will include technical interviews during October followed by stakeholder and elected member panels on 11 and 12 November.
