The Driver and Vehicle Licensing Agency (DVLA), the UK government agency responsible for Britain's driving licences and vehicle records, has appointed Scrumconnect to support the continued development and delivery of its digital services.
This is Scrumconnect's fifth major win this year, bringing another new customer into the Company's expanding list of public sector clients, and further reinforcing Scrumconnect's continued growth.
Under the agreement, Scrumconnect will predominantly work in blended teams alongside DVLA's staff, providing skilled, multidisciplinary delivery professionals across the Government Digital and Data (GDaD) and Project Delivery job families. The engagement spans a broad mix of capabilities, including software engineering, agile delivery management, architecture, testing, business analysis, service design, user centred design, and product management.
The award reflects Scrumconnect's experience in supporting complex digital transformation programmes across government and will help strengthen DVLA's delivery capability as it continues to modernise its services for millions of citizens and businesses.
DVLA holds more than 53 million driver records and over 48 million vehicle records, and processed more than 100 million customer transactions between 2025/26. Its systems supported over six billion digital interactions over the same period, issued 12.3 million driving licences and 18.5 million V5C logbooks, and underpinned the collection of £9.03 billion in Vehicle Excise Duty for HM Treasury.

Through this engagement, Scrumconnect will support DVLA in maintaining its pace of change across its digital portfolio, providing flexible delivery capability to meet evolving business priorities while supporting the transition from legacy technologies to modern platforms and services.
As part of the engagement, Scrumconnect will:
- Provide skilled, multidisciplinary Agile teams who will work in blended squads, across the GDD and Project Delivery job families, to expand DVLA's delivery capacity.
- Support delivery across DVLA's portfolio, from process improvement to software engineering for both front and back-office digital services.
- Help DVLA adopt and exploit emerging technologies, including AI.
- Deliver infrastructure across on-premises and cloud environments, and continue the transformation of DVLA's legacy IT estate towards its agreed strategic architecture.
- Support cross-government initiatives such as One Login, the GOV.UK Wallet and the GOV.UK App.
The work will be carried out primarily from DVLA's headquarters in Swansea, supporting the agency's ambition to deliver customer-focussed services that are secure, resilient and driven by data. Scrumconnect expects to resource the engagement through a combination of its existing delivery teams and recruitment of additional digital professionals, creating further opportunities for talent within Wales.

Scrumconnect supports 16 of the UK government's top-75 digital services.
