Net Zero has become the defining sustainability ambition for governments, businesses and public sector organisations. Across sectors, organisations are setting carbon reduction targets, developing decarbonisation plans and reporting on environmental performance. Yet I believe there is a fundamental misconception at the heart of many of these discussions.
Net Zero is not a strategy. It is a measure of success.
It tells us where we need to get to, but it does not tell us how to get there.
For organisations, the real challenge is identifying a practical pathway towards achieving Net Zero. This is where circular economy principles become essential.
If Net Zero represents the destination, then the circular economy provides the route map.
The circular economy offers a framework for rethinking how resources are sourced, used and managed. It recognises that many of the emissions driving climate change are linked not only to energy consumption, but also to the extraction, manufacture and disposal of materials. Our traditional linear model of “take, make and dispose” inevitably generates waste, consumes valuable resources and creates carbon emissions throughout the value chain.
A circular economy seeks to address these challenges by keeping products, materials and assets in use for as long as possible. This involves designing out waste, extending product lifecycles, promoting repair and reuse, and recovering value from resources that might otherwise be discarded.
Importantly, circular economy thinking goes far beyond recycling. While recycling remains important, it often addresses waste after it has been created. A circular approach focuses on preventing waste and unnecessary resource consumption in the first place by redesigning systems, business models and behaviours.
This distinction matters because many organisations approach Net Zero primarily through carbon accounting and emissions reporting. Measuring emissions is important, but measurement alone does not reduce them. Circular economy principles, by contrast, provide practical actions that can reduce material use, lower operational costs, strengthen supply chains and cut emissions at source.
In this way, carbon reduction becomes the outcome of a more resource-efficient system rather than an isolated objective.
Across Wales, we are already seeing the benefits of this approach. Through initiatives such as the Circular Economy Innovation Communities CEIC programme delivered by Cardiff Met and Swansea University, businesses and public sector organisations have demonstrated how
circular practices can support innovation, improve resilience and contribute to decarbonisation simultaneously. Organisations adopting circular principles often identify opportunities to reduce waste, extend asset life and create new value streams, while strengthening progress towards their Net Zero goals.
The benefits extend beyond carbon reduction alone. A circular economy can help support and restore natural systems, build stronger local supply chains, stimulate innovation and create new skills and employment opportunities. It provides a practical way to align environmental responsibility with long-term economic prosperity.
That is why organisations should stop viewing Net Zero and the circular economy as separate agendas. They are complementary parts of the same transition. Net Zero defines the outcome we need to achieve, while the circular economy provides many of the practical tools needed to get there.
Ultimately, Net Zero is the destination. The circular economy is the route map.
The question is no longer whether organisations need to embrace circular economy principles, but how quickly they can do so. As resource costs continue to rise, supply chains face increasing pressures and sustainability commitments move from aspiration to expectation, the organisations that act now will be best placed to remain competitive, resilient and fit for the future.
