Housing Industry Priorities for Wales to Reach More Than 200 Senior Government Officials

By Housing · 6 Nov 2026 · 3 min read

A new report examining the challenges and opportunities facing housing delivery in Wales is to be presented to more than 200 government ministers, senior officials and industry stakeholders.

The challenges facing housing delivery in Wales, together with opportunities to accelerate development, improve existing homes and strengthen the sector’s contribution to the Welsh economy, are to be presented to more than 200 government ministers, senior officials and industry stakeholders through a new intelligence report produced by INFORM Wales, a Business News Wales initiative.

The report, titled Housing Wales: From Ambition to Delivery, forms part of a new programme designed to strengthen the flow of evidence and insight between industry and government, ensuring that the experiences of those directly involved in housing development, investment and delivery can help inform future policy decisions.

The publication draws on the inaugural INFORM Wales Housing Editorial Board, which brought together senior representatives from across the Welsh housing sector to examine the barriers preventing housing ambitions from being translated into completed homes and improved living conditions.

The discussion explored a range of interconnected challenges, including housing supply, planning and infrastructure, development funding, construction capacity, retrofit, housing affordability and the relationship between housing conditions and wider social and economic outcomes.

A central theme was the need to move beyond housing targets and policy commitments towards a more coordinated approach to delivery.

While Wales has established ambitions for increasing affordable housing supply and improving the quality and energy efficiency of existing homes, the evidence highlighted the practical challenges facing the organisations expected to deliver those objectives.

These include uncertainty around long-term funding, the commercial pressures facing smaller construction businesses, the availability of skilled workers, infrastructure constraints and the complexity of improving an ageing housing stock.

The findings have now been developed into a comprehensive evidence report structured around eight chapters and eight policy priorities, identifying areas where greater coordination, investment certainty and changes to delivery approaches could help improve outcomes.

A shorter policy-focused publication is also intended for ministers, senior civil servants and government stakeholders, highlighting the principal challenges, opportunities and areas requiring further consideration.

Both publications form part of INFORM Wales’ quarterly evidence-gathering programme, which is designed to provide government with a continuing source of independent, industry-led intelligence.

INFORM Wales has been developed as a sister initiative to Business News Wales, extending the organisation’s role beyond reporting on economic developments to gathering, analysing and distributing intelligence that can support more informed decision-making.

Business News Wales Managing Director Mark Powney said:

“Housing is one of the most important economic and social challenges facing Wales, but the debate too often focuses on ambitions and targets rather than the practical barriers that determine whether homes are actually delivered.

“Our Housing Editorial Board brought together people with direct experience of those challenges, from development and investment through to construction, retrofit and the management of existing homes.

“What emerged was a detailed picture of the pressures facing the sector, but also a number of opportunities to improve delivery through better coordination, greater funding certainty and a stronger understanding of how different parts of the housing system depend on one another.

“We have taken those findings and developed an evidence report which identifies eight policy priorities for consideration by government and the wider industry.

“Importantly, this is not a one-off exercise. Our Housing Editorial Board will meet quarterly, allowing us to revisit the challenges, examine progress and continue building an evidence base informed by the people responsible for delivering housing across Wales.

“We believe there is an important role for independent media in connecting industry experience with government decision-making, and INFORM has been created to make that connection more structured, consistent and useful.”

The publication also coincides with the development of a dedicated Housing section on Business News Wales, designed to provide a continuing platform for housing-related news, investment, policy, development, construction and decarbonisation.
