Former Caldicot School Site to be Revitalised with Sustainable Homes

The former Caldicot School site in Monmouthshire is set for a significant transformation with 48 homes set to be completed by autumn 2027.

Monmouthshire Housing Association (MHA), in partnership with J. Harper & Sons Ltd, are collaborating on a new project in the heart of Caldicot Town to provide affordable homes.

Beginning this spring, the project includes the construction of 26 one-bedroom flats, three two-bedroom flats, 10 two-bedroom houses, seven three-bedroom houses, and two four-bedroom houses.

The houses and apartments in this development have been designed to achieve EPC-A rating, benefitting from Air Source Heat Pumps, Solar Panels, MVHR systems and secure bike storage.

The development has been created in close collaboration with Monmouthshire County Council and MHA’s Homesearch Team, ensuring the homes directly reflect local housing need and support long‑term community wellbeing. The project is supported by £7 million in Social Housing Grant funding from Welsh Government.

As part of the development, a Community Investment Sum of £47,950 will be reinvested locally through MHA’s Community Benefit Fund, supported by contributions from J. Harper & Sons. This funding helps build stronger, more connected communities by supporting local groups, charities, schools and not‑for‑profit organisations. Eligible organisations can apply for grants for projects that create opportunities, improve local services or enhance the wellbeing of MHA tenants and residents.

This marks the second collaboration between MHA and J. Harper & Sons Ltd, following a successful development in Undy, at the former Rockfield Farm site.

Gwyndaf Tobias, CEO at MHA, said:

“This housing development with J Harpers & Sons represents one of MHA’s largest to date and reinforces MHA’s commitment to increasing the provision of affordable homes in Monmouthshire.

“We are grateful to Monmouthshire County Council for their support and Welsh Government for their continued funding; enabling MHA to deliver high quality affordable homes in a County, where house prices continue to be amongst the highest in Wales”.

Chris Kinsey, Assistant Director of Property Development at MHA, said:

“This development represents an important step in strengthening the supply of high‑quality, energy‑efficient homes in Caldicot. We are committed to creating a sustainable community through inclusive design, providing long‑term value and meeting local housing needs.

“By working closely with J. Harper & Sons, we’re able to deliver a development that supports jobs, skills and supply chains in the region. We’re proud to bring forward a scheme that reflects our long‑term sustainability ambitions while strengthening the future of Caldicot.”

Antony Rees, Group Managing Director at J. Harper & Sons (Leominster) Ltd, said:

“We are delighted to be partnering once again with Monmouthshire Housing Association to deliver the Caldicot School Redevelopment project.

“To maximise the retention of expenditure within the local economy, provide local employment and support Welsh businesses, we will aim to achieve a minimum of 80% local labour and suppliers. Additionally, we will strengthen our existing relationship with local schools and colleges in the area to support students in developing a career in the construction industry.

“We are excited to bring this fantastic vision to life and provide a real landmark to the town.”
