Andrew Scott Ltd Completes £6m Transformation of Brecon Library


Andrew Scott Ltd has completed and the £6 million renovation and enhancement of the Ship Street Library in Brecon on behalf of NPTC Group of Colleges.

The former Library sits within a recognised conservation area. A Grade II listed building, it forms part of a generation of post-war libraries designed to provide light, airy public spaces, often incorporating contemporary works of art. Designed by the County Architects Department under the direction of County Architect JA McRobbie, the library was officially opened by The Prince of Wales in 1969 and is considered a significant example of post-war architecture of national importance.

The sympathetic refurbishment and retrofit marks the next chapter in both the building's history and the college's development, Andrew Scott Ltd said.

By relocating a significant portion of its Brecon Campus to a central town location, NPTC Group of Colleges aims to improve accessibility for students while enhancing its facilities.

The project is also expected to strengthen links with the community and increase footfall in Brecon town centre. The building has been intentionally designed without canteen facilities to encourage students to make use of town centre amenities and support local businesses.

Designed by Rio Architects, the refurbished building includes flexible staff offices, meeting rooms, WCs and classrooms, with movable walls in selected areas to support adaptable teaching and examination layouts, as well as collaborative and social learning.

A series of interventions has revitalised the former library, reconnecting internal spaces, improving accessibility throughout, and creating clear circulation routes. The facility now provides ten general teaching classrooms, student support and welfare spaces, staff areas, social learning zones, and four start-up business units, alongside a new lift to improve access.

This project has provided an opportunity to preserve a much-loved historic building while creating an inspiring and accessible learning environment for students and the wider community. We hope the revitalised space will strengthen local connections, support nearby businesses and inspire the next generation of learners.”

Delivering strong social value outcomes formed a key part of the project, with Andrew Scott Ltd employing four new entrants and supporting 15 apprentices during the works, significantly exceeding the original targets. In addition, the company is a main sponsor of this July's Brecon Choir Festival.
