New Welsh Revenue Authority Chief Executive Appointed


Rebecca Godfrey, Chief Executive, WRA

Rebecca Godfrey has been appointed as the next Chief Executive of the Welsh Revenue Authority (WRA) following a competitive recruitment process led by the Welsh Government.

Rebecca has served as Interim CEO since May 2025, having previously served as Chief Operating Officer. Rebecca was part of the team that established the WRA in 2017, joining as the organisation’s first Chief Strategy Officer and establishing the organisation’s approach, charter and culture.

The WRA collects and manages Land Transaction Tax (LTT) and Landfill Disposals Tax (LDT) and has raised over £2 billion for Welsh public services since it was established. The organisation is taking on new responsibilities to implement and manage visitor accommodation registration and the visitor levy.

Ruth Glazzard, Chair of the Welsh Revenue Authority, said:

“I am delighted to announce Rebecca's appointment as our permanent Chief Executive Officer. Following a competitive recruitment process, it was clear that Rebecca's deep knowledge of the organisation, proven leadership and vision for our future made her the right candidate.

 

“Rebecca has strengthened our delivery capability and demonstrated the kind of leadership we need as we expand our services. This is an important time for the WRA as we prepare to deliver new services for visitor accommodation providers in Wales, and Rebecca is the right person to lead us through this next chapter.”

Rebecca Godfrey, Chief Executive Officer of the Welsh Revenue Authority, said:

“Since 2018, we’ve raised over £2 billion for Welsh public services by working collaboratively with our partners and customers. I look forward to deepening our partnerships across Wales as we expand our services to reach new communities.

 

“As we enter this next phase, my focus is on maintaining high standards in our existing services while taking on the implementation of visitor accommodation registration and visitor levy.”

Rebecca succeeds Dyfed Alsop, who left the WRA in April 2025 to take up a new role as Chief Operating Officer and Deputy Chief Executive Officer of the UK Health Security Agency (UKHSA).
