Public sector organisations in Wales can now apply for the Decarbonisation Project Design and Development Grant, which provides funding to support the design and development of projects that will help accelerate the transition to net zero.
The grant is open to all principal public sector bodies that report to Public Sector Net Zero Reporting, including local authorities, health boards, universities, colleges, fire and rescue services, national parks, and Welsh Government Sponsored Bodies.
The funding is designed to help overcome the upfront costs of project preparation by supporting professional, third-party design and development work for decarbonisation projects on public sector-owned buildings.
Grant details:
- Match funding: 50% of invoiced design and development costs
- Maximum award: £50,000 per application
- Eligible activities: RIBA stage designs, surveys, planning permissions, procurement support, and related development costs
- Eligible technologies: renewable energy, low-carbon heat, energy storage, EV charging infrastructure, building fabric improvements, and more
- Delivery deadline: All design and development work must be completed by 31 March 2026

- Open: 1 September 2025
- Closing date: 10 October 2025
Each organisation may submit up to two applications (with priority given to first applications).
Applications will be assessed based on the potential for carbon reduction, quality of supporting information, deliverability, and investment readiness within two years. Early submissions may be assessed during the application period, while applications submitted in the final two weeks will be compared on merit.
