Principality Backs Transformation of Vacant Cardiff Offices Into Student Accommodation

By Built Environment · 27 Oct 2026 · 1 min read

Principality Building Society has announced a new funding agreement with local developers, TVE Group, to support the redevelopment of Windsor Court on Queen Street, Cardiff.

The funding will support the transformation of vacant office floors into The Crest on Windsor, a purpose-built student accommodation development in the heart of the city.

Home to Cardiff University and Cardiff Metropolitan University, the Welsh capital faces a shortage of student accommodation. The development will help increase supply in a central and well-connected location.

The Crest on Windsor will provide 96 student beds, with the potential to increase capacity to 113. The scheme will also include a range of shared amenities designed to enhance the student living experience, including social and lounge areas, a gym, games room, laundry facilities and bicycle storage.

The development underlines Principality Commercial’s continued commitment to supporting property investment, bringing vacant buildings back into use and contributing to the regeneration of high streets across Wales and England.

The project is being delivered by an experienced local team comprising TVE Group, Intelle Construction and Expedite, bringing together a strong track record in development, construction and project delivery.

Speaking about the development, Sam Rutley, Chief Executive at the TVE Group said:

“I’m proud to be delivering this re-development alongside my father, John, and experienced local companies.

“With Principality’s funding, The Crest on Windsor development will transform vacant city-centre offices into a high-quality, purpose-built student community. We look forward to bringing this ambitious scheme to market in Summer 2027.”

James Ford, Senior Portfolio Manager at Principality Building Society said:

“We are delighted to continue supporting a longstanding customer in Sam Rutley, whom the Society has built a strong and trusted relationship over many years.

“We are also pleased to welcome Nigel and Neil, whose wealth of construction expertise and impressive track record in delivering landmark developments across Wales further strengthens the team. We look forward to supporting their continued success as they bring this exciting project to fruition.”
