Neath Port Talbot Council Seeks Strategic Transport Leader to Shape Future Services

By Neath Port Talbot · 26 Oct 2026 · 2 min read

Neath Port Talbot Council is recruiting a senior transport leader to help shape the future of integrated transport services across the county borough, with responsibility for transport strategy, road safety, passenger transport and fleet operations.

The Strategic Manager – Integrated Transport position sits within the council’s Engineering and Transport team in its Environment and Regeneration Directorate and will play an important role in developing accessible, sustainable and efficient transport services for residents, businesses and communities.

The appointment comes as local authorities across Wales work to align transport provision with wider regional and national priorities, including improving connectivity, supporting economic development and ensuring essential services remain financially sustainable.

The successful candidate will lead the development of an integrated transport vision for Neath Port Talbot, translating emerging policies and investment priorities into practical service plans and improvements.

Responsibilities will include overseeing passenger transport services, including home-to-school transport, supported bus services, road safety programmes and the council’s vehicle fleet.

The role will also involve managing significant budgets, grant funding and high-value transport contracts, with a focus on ensuring value for money, effective procurement and long-term financial sustainability.

Partnership working will be central to the position, with the Strategic Manager expected to collaborate closely with Welsh Government, Transport for Wales, neighbouring local authorities, regional transport organisations and private sector operators.

These relationships will be important in shaping transport policy, influencing investment decisions and identifying opportunities to improve connectivity across Neath Port Talbot and the wider South Wales region.

The council is also placing an emphasis on innovation and digital development, with the successful candidate expected to use data and performance information to improve operational efficiency, service quality and the experience of transport users.

Alongside strategic planning, the position carries responsibility for managing multidisciplinary teams, overseeing regulatory compliance and providing professional advice to elected members and senior council officials.

Applicants will need substantial senior management experience in transport planning, passenger services, fleet operations or related public sector functions, together with a strong understanding of transport commissioning, procurement and statutory responsibilities.

The council is offering a benefits package that includes a 15.3% employer pension contribution, 34 days of annual leave plus bank holidays, flexible working arrangements where applicable and employee wellbeing benefits.

The successful candidate will also participate in the council’s Strategic Manager on-call arrangements.

Applications close on 30 October 2026.

For further information or an informal discussion about the position, prospective applicants can contact James Davies at j.davies19@npt.gov.uk.
