Denbighshire council has stepped in to run Ruthin craft centre café after the facility closed at the end of last year.
The café's former tenants had blamed a fall in visitors for its closure.
But the authority said the reopening was a “brand new start” for the facility.
The refurbished café includes updated kitchen facilities and a new relaxation area. There are also plans for better outdoor eating areas.
Jamie Groves, Denbighshire council's head of facilities, assets and housing, said:
“When the previous tenants announced they were leaving, the council made a commitment to reinstating a café service at the craft centre as soon as possible.
