Improving Walking and Cycling Routes Across the Welsh Capital

The City of Cardiff Council’s 15-year vision to improve cycling and walking routes across the city has been published and will go to public consultation early in the New Year.

The strategy is a key element in the City Council’s vision of creating a 50/50 modal shift by 2021. This would see people moving away from travelling by private car in preference for alternative forms of transport including cycling, walking, buses and other forms of public transport.

The City Council’s Cabinet will discuss Integrated Network Maps for cycling and walking in the city at its meeting on Thursday, December 15, before the consultation process begins.

Cabinet Member for Transport, Planning and Sustainability, Cllr Ramesh Patel, said:

“There’s no doubt Cardiff is a great place to live, but we want to make sure it becomes an even better place to live. We know people are concerned about congestion in the city and the potential for that to become worse as the city’s population grows and more and more people travel to Cardiff for work and for leisure opportunities.

“This means we all need to change the way we think about how we get around the city. In the future we hope we will see a lot more people cycling, walking and using public transport. This will ease congestion and make Cardiff an even better place to live and to bring our children up in.

“Of course to make that a viable option for people we have to make sure they feel safe on our roads. They need to know that walking, cycling or using public transport can work for them, and not only work for them, but that it can get them where they need to be quickly and easily, that it will reduce pollution, that it will make them and their families healthier, that it will make their city a great place to be.

“The City Council has produced Integrated Network Maps which outline how we see routes for cycling and walking developing across the city over the next 15 years. We want the people of Cardiff to get involved in the consultation and tell us what they think of the proposals. Their local knowledge can be vital in the process. If we are going to change our city for the better then we need to do it together.”

The Active Travel (Wales) Act 2013 sets out a requirement on local authorities in Wales to plan for the provision of routes and improvements for alternative forms of transport.

Network maps have been produced for both the proposed walking and cycling routes and following Cabinet approval, it is proposed that a 12-week statutory consultation takes place between the end of January and March 2017.

Cllr Patel said:

“With Cardiff’s population predicted to grow by 22% during the lifetime of this plan, it is important that we get this right. The 12-week consultation will ensure that we work closely with walking and cycling groups, businesses as well as private and public bodies to seek their views on the plans moving forward.

“We are not saying that Cardiff will transform its cycling and walking infrastructure over-night, this will be an ongoing process and we want to use this consultation to begin identifying the priorities that are important to residents. Right now we are setting out our vision.  We are looking forward to working with all the relevant stakeholders to ensure we prioritise the right things. As these improvements are made, we will continue to promote Active Travel as a viable option for the public to use. We have to bring about a cultural change in the attitudes towards active travel, as well as providing the infrastructure to make this happen.”

Some of the proposals include:

  • Segregation between bikes and cars on main roads
  • 20mph speed limits and traffic calming measures on streets with lower levels of traffic
  • Segregation from pedestrians on of-road paths
  • Lighting and better running surfaces
  • Direct routes to destinations
  • Cycle parking in convenient locations
  • New housing developments to have Active Travel options built in
  • Creating priority walking networks
